Australian Regional Investment Plan - Executive Summary The Australian Regional Investment Plan Alliance comprises regional cities, rural shires, development boards and water authorities. The Alliance has researched and developed the Australian Regional Investment Plan. The Plan seeks to create a policy environment that stimulates investment in regional Australia using a three-point strategy: Enable approved regional authorities to issue tax-advantaged local bonds as a vehicle for raising capital to fund local projects. Create Enterprise Zones where businesses generating new jobs through new investment become eligible for new regionally focused business assistance programs and tax concessions. Establish a national framework for setting regional development and investment policy that involves state and local government. Local bonds and Enterprise Zones are used successfully in the United States and Europe to stimulate regional investment and development. The Plan will help to stem the flow of capital out of regional areas. The full report is available at the ARIP website.
